Stay at where you start and batarang them off the edge until you have 3 guards left (once you get the hang of it its easy), one guard will then take the hostage, then use disruptor to disarm the other 2 then sonic batarang to lure guards to the top ring and use freeze blast to freeze one? and freeze mine the other so both are frozen (important!), then line kick for the second medal. Last guard is sitting duck took me 5mins

Secondly, to the farthest left of the hostage, immediately after the glass? achievement, a henchman will walk straight under the railing. boom, two medals in under 45 seconds. After that, take down the rest, and when someone takes a hostage, disable the gun. Thumbs up this strategy if you think it's better.
